Enforceable Undertaking with NSW EPA

Opal Packaging Australia Pty Ltd (Opal) has entered into an enforceable undertaking with the NSW Environment Protection Authority (EPA) in relation to a fire incident that occurred at Opal’s Botany Mill located at 1891 Botany Road, Matraville NSW 2036 on 26 September 2025.

Opal is the holder of Environment Protection Licence No. 1594 (EPL) which authorises Opal to carry out “paper or pulp production” activities at the Premises. The EPA considers that Opal may not have complied with its EPL conditions requiring Opal to carry out wastepaper storage activities at the Premises in a competent manner and to maintain the firefighting system at the Premises in a proper and efficient condition contributing to the extent of the fire incident, which caused likely and potential harm to the environment and human health.

By entering into the enforceable undertaking with the EPA, Opal has committed to implementing “Fire Safety Best Practice” improvements at the Premises at a cost of more than $1.9 million and contributing $265,000 to deliver benefits to the local environment and community.
